Hired by Bolsonaro's party to questionar electronic voting machines had a patent for printed votes

Hired by PL to prove, in a technical report, that electronic voting machines can be defrauded by TSE employees, Carlos Cesar Moretzsohn Rocha is, to say the least, a controversial figure. According to a report from Metrópoles, the engineer obtained the right to own the “disposable ballot box”, which, in practice, could be used for printed votes.

In addition to this conflict of interests, the Instituto Voto Legal (IVL), led by the engineer, received R$225 from the PL on July 29. The amount came from an account registered as 'Other resources'.

Electronic voting machine patent

Engineer Carlos Rocha, who heads the Instituto Voto Legal, filed a patent application for the creation of “equipment for electronic voting” with the National Institute of Private Property (Inpi), in 1996. The request was denied by Inpi, understanding that the “novelty requirement” was missing. Carlos, however, declares himself the leader in manufacturing the equipment, as showed Estadão.

According to the Attorney General's Office of the National Treasury (PGFN), engineer Carlos Rocha has an active debt of R$873.887,01.

As electronic polls, which became one of the main targets of unfounded attacks of President Jair Bolsonaro since he took office in 2019, were used for the first time in 1996 in Brazilian elections. According to the Superior Electoral Court, its technical project is its property, and was built following a bidding process from the previous year.

Printed vote and fakes on ballot boxes

The return of the printed vote was proposed several times with the support of President Bolsonaro, who proposed a constitutional amendment (PEC) to establish the model, in August 2021. The agenda did not move forward. The strategy of melting the credibility of the current electoral system remained standing.
