Lula's team proposes removing social programs from the spending ceiling, the so-called 'unpostponable expenses'

To guarantee funds for social projects, such as Auxílio Brasil of R$600,00, the team of the next government and the leaders of the National Congress must present an emergency Constitutional Amendment Proposal (PEC) for transition. According to the general rapporteur of the 2023 Budget, senator Marcelo Castro (MDB-PI), the idea is to remove from the spending ceiling those items considered "unpostponable".

One of the examples of an urgent agenda is the program Minha casa minha vida. “Everything can enter, but there is no definition of anything,” he said, explaining that it is not yet certain whether the PEC’s processing begins with the chamber or the senate.

“Members of the new government will be bending over backwards to tell me exactly what they want and what that will entail. There are things that can go into others that cannot,” said Marcelo Castro.

According to the 2023 budget rapporteur, Bolsa Família – or Auxílio Brasil – will certainly be included among these exceptionalities.

“Whoever in their right mind will vote against the increase to R$600,00 in the crisis we are going through”, questionor the rapporteur. Whoever does this, in Castro's opinion, will be opposing Brazil and not the Lula government. “Everything else has to be defined”, he said, commenting, for example, that the exemption from paying IRPF is one of those complex points, despite it being able to fit into the PEC. “On Tuesday (the 8th), we will meet to find out the value of the PEC. The one who makes the exception is Congress.”

Parliamentarians, according to the senator, have the spirit of collaboration. Another example is the increase in the minimum wage, which could be included in the proposal. The hammer, however, has not yet been struck.
