“Neither, nor” generation: 12,7 million young people neither studied nor worked in 2021, says IBGE

Despite the drop compared to 2020 - the first year of the pandemic - the number of young people who were neither studying nor employed in 2021 was 12,7 million, which corresponds to 25,8% of people aged 15 to 29. Of this amount, 41,9% were black or brown women, 24,3% black or brown men, 20,5% white women and 12,5% ​​white men. The data comes from the Synthesis of Social Indicators, released this Friday (02) by IBGE.

According to the IBGE survey:

  • Unemployment among young people fell from 24,1% to 23,9% between 2020 and 2021, however, it continued to be the highest among age groups
  • The number of young people aged 15 to 29 who were neither studying nor employed reached 12,7 million in 2021, equivalent to 25,8% of this age group.
  • Maranhão had the highest percentage of young people who were neither studying nor employed, 37,7%, and Santa Catarina, the lowest, with 12,5%.
  • Among OECD member and partner countries, Brazil had the third highest percentage of young adults who were neither studying nor employed in 2020
  • Composite underutilization rate remains high between 2020 and 2021 and reaches the highest value in the series: 28,5%.

“In the first year of the pandemic there was a drop in the group of young people who were employed and this drop was not compensated by the increase in the percentage of young people who only studied. Therefore, there has been an increase in the number of young people who are neither studying nor employed. Despite the slight recovery observed in 2021, this condition continues to affect more than 1 ⁄ 4 of young people aged 15 to 29”, explains Betina Fresneda, an analyst at IBGE.
