Find out how the inauguration rite of the new President of the Republic works

Lula and Alckmin will be sworn in this January 1st, as determined by the Federal Constitution, in Article 78: the solemn session will take place in the plenary of the Chamber of Deputies from 15pm. Before, both take part in a procession that begins at the Esplanada dos Ministérios, close to the Metropolitan Cathedral of Brasília, and continues to the National Congress. The parade - open or closed - and the presidential sash passing are still the unknowns of the day.

A sea of citizens, PT activists and Lula supporters fill the Praça dos Três Poderes and the surroundings of the Palácio do Alvorada, in a popular movement to welcome the icon of the left in Brazil. There is an expectation that at least 350 people will participate in the ceremony.

Part of the inauguration ceremony must take place outside the National Congress. On the lawn, the “batteries” responsible for the traditional gun salutes are positioned. At the front of the main building, before the ramp, the national flag will be raised and the president-elect will review the troops mobilized for the event.

Brasília is under tight security to prevent any attempted extremist attacks or confusion.

Parade in an open or closed car

The increase in political violence in the most polarized elections in the country's history, and the growth of extremist Bolsonarism - encouraged by the Bolsonaro clan - which culminated in acts of vandalism on the day of Lula's diploma in Brasília, caused the security team at the around the president-elect to rethink the parade in an open car.

Information was even circulated about the possibility of a parade in an armored car. However, on the morning of January 1st, security forces carried out the traditional inspection of the Rolls-Royce that traditionally takes presidents to be greeted by the people after their inauguration.

Arrival at the Plateau

At the entrance to the ramp, Lula and Alckmin will be received by the presidents of the Senate, Rodrigo Pacheco, and the Chamber of Deputies, Arthur Lira, and, from there, they will proceed to the interior of the building through the main entrance.

Before proceeding to the plenary, those elected will still be greeted by authorities in one of the most emblematic rooms of the National Congress, the Black Room.

Authorities will be waiting for the elected president and vice president in the main halls.

To reach the plenary, Lula and Alckmin, already followed by authorities, will have to pass through the Green Room and the Blue Room, where those inducted will be welcomed immediately after the formal session.

In case of rain, the president and vice president will enter through the White Room, known as the cloakroom.

Technology

One of the new features of the inauguration ceremony in 2023 is the use of QR Codes on invitations, ensuring that they are personal and non-transferable. Using cell phones available at the ceremony location, reading the code will open an application with information about the guest.

solemn session

The inauguration session is chaired by the president of the National Congress, a position held by the president of the Senate, Rodrigo Pacheco.

The Board must also be composed of the President of the Republic and elected vice president, the president of the Chamber, the Federal Supreme Court (STF), the first secretary and other authorities.

After providing the constitutional commitment provided for in article 78, Lula will be declared sworn in by Pacheco.

Once sworn in, the president and vice-president sign the instrument of inauguration. Afterwards, only Lula and Pacheco spoke and the session was closed.

Meeting with the people

After the inauguration, at Palácio do Planalto, in Praça dos Três Poderes, the elected president receives the presidential sash. There is still a mystery: who will pass the banner to Lula, since Jari Bolsonaro and his vice president, Hamilton Mourão, rejected the democratic rite? A popular group that represents the Brazilian population (with black people, women, indigenous people...) is the bet made by the national press.

After the banner crossing, Lula makes the expected announcement as president, accompanied by the people.

Finally, there will be a reception for heads of state and country representatives at the Itamaraty Palace.
