Alexandre Silveira was a senator from Minas Gerais and was the rapporteur for the Transition PEC in the Senate.

In Lula's first term, Silveira was general director of the National Department of Transport Infrastructure (DNIT).
The new minister was also Antonio Anastasia's substitute in the Federal Senate, when the colleague resigned to take up a seat at the Federal Audit Court (TCU). Thus, Silveira became the holder of the senator's mandate. Furthermore, the new Minister of Mines and Energy served as the state secretary of Metropolitan Management and was also the state secretary of Health of Minas Gerais.
