See what's behind the security of your vote

The Brazilian electronic voting system made the electoral process much more agile and secure. With electronic voting machines, since 1996 the counting of votes, which previously took days, has become faster. This year, for the first time, the election will take place at the same time across the country, from 8 am to 17 pm. All states will follow Brasília time.

Cities that are located in different time zones must adapt to the time of the federal capital. At the Acre, for example, the elections will take place 6 pm - 15 am, because of the two-hour difference in relation to Brasília. In this way, the investigation will begin at 17 hours from Brasilia across the country and the expectation is that the result will be out within a few hours.

The Superior Electoral Court (TSE) highlights that voting ends at 17pm, but voters who are still in line at that time will be able to vote.

Security

The entire process, From the installation of the polling station to the announcement of those elected, meticulous care is taken to ensure total security. In fact, around a year before, tests, simulations and inspections were already being carried out to guarantee the authenticity and integrity of the system, with the presence of authorities and representatives of civil entities from here and outside the country.

See some points from this extensive process:

- Public Security Tests (TPS) – A year earlier, the Court summons experts to try break security barriers of electronic voting machines and discover vulnerabilities in the systems and internal and external components of the ballot box.

- Inspection and audit of electoral systems, with open source codes – All electronic voting machine software, through its source code, is available for inspection by supervisory entities in a safe environment on the TSE premises. These entities include: political parties, Public Ministry, Brazilian Bar Association (OAB), among others.

- Digital signature and system sealing ceremony – One month before the election, programs related to the processes of preparing ballot boxes, voting, counting, data retrieval, transporting results, receiving files and managing totalization are signed and sealed. The action is monitored by representatives of supervisory entities. During this ceremony, digital summaries (hashes) are also generated, which serve to confirm that the digitally signed program is the same one to be used in the elections.

- Media generation and ballot box loading ceremonys – The burden of the ballot boxes is the insertion of data: names and photos of candidates, voter information for each polling station where the ballot box will be installed. The ceremony is accompanied by political parties, the Brazilian Bar Association (OAB) and by Public Ministry (MP). After being uploaded, they receive a voting media and a result memory

- A media remains untouched, for a legal period, even after the elections, if any audit is necessary. The memory is removed from the ballot box by the section president and handed over to the counting board for transmission and totaling of votes.

Zero is the name given to report issued by the ballot box before voting begins, which states that there are no votes registered for that electoral section.

On election day

- On voting day, are carried out, by sampling, two types of conference on the functioning of electronic voting machines: Electronic Voting Integrity Test and the audit to verify the authenticity and integrity of the systems installed in them. In addition to them, there are other audit tools used on voting day, such as the zeroth printout and the Ballot Box (BU), which records the counting of votes from each ballot box.

 - O Integrity Test is carried out by all TREs through sampling. The ballot boxes that will pass the test are drawn or chosen at random on the eve of the election. This draw or choice has the participation of representatives of political parties, the OAB and the MP, and is open to the public. The independent audit, hired by tender to oversee the integrity test, issues reports on the operation. According to the TSE, to this day, in all cases, the auditing companies attested to the fairness of the electronic voting system.

At the polling station

– It all starts with printing the zeroth. One hour before the start of voting, the presiding officer, in the presence of other poll workers and political party inspectors, iprint the document, which contains all the identification of the ballot box. Check that all candidates are registered there and that there is no vote counted for any of them. In other words, it confirms that the ballot box has “zero votes”. After printing the zeroth, the president of the electoral section, the poll workers and inspectors of the parties or coalitions that are present must sign it.

- Voter vote information is recorded in the Digital Vote Record file (RDV), which has mechanisms that protect voting secrecy. With digital registration, it is possible to recount votes in an automated way, withoutpromehave the credibility of the electronic voting process. O RDV is digitally signed, which guarantees its authenticity, that is, it is guaranteed that it could only have been produced by the urn.

– At the end of voting, the votes registered in the RDV are counted, and the BU is generated, which is also digitally signed. At the BU are the votes recorded for each candidate/legend, also containing null and blank votes. In addition to the composition of the votes, the BU records the polling station, ballot box information and the number of voters who voted. At the BU and in the other results files of the ballot box, there is no correspondence between the voter and the vote.

– They are then printed BU's five mandatory pathways, signed by the president of the electoral section and by representatives or inspectors of the political parties present. One is posted on the section door, to publicize the result; two are attached to the section minutes and forwarded to the Electoral Registry; another is delivered to party representatives or inspectors; and the last, to the president of the electoral section, whose mission is to check the bulletin with the results published by the TSE on the internet. If necessary, more copies can be printed.

– The BU and other results files from the ballot box are recorded on the results media, which is directly sent to a transmission center, which can be the Electoral Registry itself, the polling place or the headquarters of the TREs.

– Audit after the vote – After the end of voting and the procedures for totalizing the results, there are still other forms of audit and inspection, which include: checking reports and copies of system files, recounting votes through the RDV and counting votes through comparison with the BUs printed by electronic voting machines.
