The regulations will seek to “identify clear objectives for the clean technology European Union by 2030. The objective will be to concentrate investment in strategies and projects throughout the entire supply chain”, declared Von der Leyen.

The plan will also “simplify and accelerate authorization for new clean technology“, added the person in charge.
The president also insisted on her idea of creating a European Sovereign Fund to support the industry. According to her, this fund “will provide a structural solution to boost the resources available for research, innovation and strategic industrial projects essential to reach” a carbon neutral industry.
But what does it mean to achieve net zero?
It means zero net emissions of greenhouse gases, mainly carbon dioxide (CO2), into the atmosphere, and any release of polluting gases must be compensated by the reduction of an equivalent amount of CO2.

The EU has set a target of reducing its emissions of greenhouse gases by 55% by 2030, compared to 1990 levels. The bloc aims to achieve carbon neutrality 2050 up.
Negotiated in the European Parliament and in the bloc's countries, this legislation “will follow the model” of a regulation already launched by the same Commission to reinforce the production of semiconductors.
In addition to large investments, the plan for semiconductors includes a relaxation of EU rules on state aid in financing research into new technologies.
