The measure does not affect the development of vaccines and medicines, but serves to regulate testing of products that already have ingredients or compounds in their formulations with scientifically proven safety and efficacy.

In situations where formulas are new and do not yet have evidence of safety or efficacy, the standard establishes the mandatory use of alternative methods (which replace, reduce or refine the use of animals) recognized by the National Council for the Control of Animal Experimentation (Concea), a body linked to the Ministry of Science and Technology.
The Concea coordinator, Katia De Angelis, considers the standard an advance that aligns Brazil with international practice. “The resolution will have a very positive impact, as it responds to a demand from the community in general, animal protection societies, industry and scientists, and meets international legislation, such as that of the European community”, he states.
