Support for countries in the Southern Hemisphere from industrialized and polluting countries has been one of the focuses since the beginning. of the meeting

In their opening speech, the Prime Minister of the Democratic Republic of Congo, Jean-Michel Sama Lukonde, and his Minister of the Environment, Eve Bazaïba, recalled that Africa is “responsible for only 4% of global emissions” of greenhouse gases. greenhouse effect and “absorb more than they emit”.

Bazaïba called on countries to honor their financial commitments and support plans to help offset climate damage.

In 2021, during the last COP, in Glasgow, the international community reaffirmed the goal of containing global warming to +1,5ºC compared to the pre-industrial era. This goal established by the Paris Agreement is currently out of reach, as the planet is already close to +1,2ºC.

In Glasgow, poor countries, less responsible for warming but more exposed to its consequences, demanded a specific mechanism to quantify the “loss and damage” caused by climate change.

Rich countries, often the biggest emitters of greenhouse gases, rejected the demand and, instead, created a form of dialogue to discuss “financing modes” until 2024.
