In 1995, he was re-elected state deputy;
In 1996, he ran for mayor of Macapá, but lost;
In 1998, he ran for government of Amapá, but lost in the second round;
In 1999, he moved to Rio de Janeiro to contribute to Anthony Garotinho's government;
In 2002, he was elected governor of Amapá;
In 2006 he was re-elected to the government;
In 2010, he ran for senate and lost;
In 2014, he was elected governor for the third time;
In 2022, he was appointed Minister of Integration and Regional Development;
