Camilo Santana is from Crato, a city in the Cariri region, south of the state of Ceará. He graduated in agronomy from the Federal University of Ceará (UFC) and has a master's degree in development and environment from the same institution.

The future minister began his political career in the city of Barbalha, where he was a candidate for mayor twice, but was never elected. In 2007, he had his first experience in the Executive when he was appointed Secretary of Agrarian Development by the then governor Cid Gomes. Elected state deputy in 2010, he took over the Cities Secretariat in Cid's second term.
Santana assumed the position of governor of Ceará in 2015, and had the support of his brothers Ciro and Cid Gomes (PDT) in the dispute. He was reelected in 2018 and left office to run for the Senate.
