TSE simulates project-piloto to test integrity of ballot boxes

The Superior Electoral Court (TSE) simulated, this Thursday (15), the project-pilotthat of the Integrity Test of Electronic Voting Machines with biometrics, which will be carried out in the 2022 Elections - the measure meets the suggestion of the Ministry of Defense. The event was open to the press and was attended by the President of the Court, Minister Alexandre de Moraes, the other TSE ministers and other authorities.

The proposal had initially been denied by the management of the then president of the TSE, minister Edson Fachin, but Moraes decided to approve it. According to the current president of the body, this Wednesday's experiment (15) was carried out to check whether the use of biometrics “is necessary” to “improve the integrity test” of electronic voting machines. Invited voters were not required to participate in the simulation.

“We will check to see if it is worth expanding this to all sections or if there is no need, if we can maintain the integrity test as it already exists”, declared Alexandre de Moraes. In the simulation, no representatives of the Armed Forces were present.

How did the simulation occur?

Testing with the project-pilotit had the participation of:

In his speech, minister Alexandre de Moraes pointed out that “except for the release of biometrics, the rest of the integrity test is absolutely identical to what has occurred since 2002”. He also stated “the presence of the press [at the event] is very important” so that it is “very clear visually” that This is a test to see whether or not the new project is “worth it” and not “a second vote”.

What is Integrity Testing?

The action is defined by Superior Electoral Court (TSE) as a “public, open and audited voting, held in a ballot box ready for the election. In a filmed process, the votes are entered into the ballot box, counted and the result compared to the total. Real voters do not participate in the Integrity Test. ​The project is flexible, adapting to the possibilities of the Regional Electoral Courts.”

How will the test be carried out in the 2022 elections?

On election day this year, 641 ballot boxes – spread across all 27 Federation Units – will be chosen by random draw to apply the test.

Of this total, 56 ballot boxes will be tested using biometrics. In the resolution approved in Plenary last Tuesday (13), the forecast was for at least 5 states and the Federal District and a percentage between 5% and 10% of the 641 ballot boxes tested. The biometrics initiative does not change the Electoral Calendar in any way.
