A National Basic Basket, regulated by decree nº 399 of the federal government, dated April 30, 1938, is a list made up of 13 products considered essential for a person's subsistence for a month, as well as the necessary quantity of each item.

The decree was introduced at the same time that labor rights were established for Brazilians. The objective was to assign the value of a basic food basket as one of the components for defining the minimum wage. I.e, the minimum wage should be enough for a person to be able to afford basic food.
