Talks about funds for “losses and damages” – which refer to the rescue and rehabilitation of countries and communities suffering the effects of extreme weather conditions – began in March, but did not achieve any concrete results.

Representatives from the countries involved in this discussion will meet again in Abu Dhabi for a final two-day meeting to try to resolve outstanding issues before the UN climate summit (COP28), which begins in the United Arab Emirates later this month.
Reach an agreement this weekend regarding funds for “losses and damages” is seen as something essential by experts, who fear that the issue will be lost or “paralyzed” during the complex COP negotiations.

It is worth remembering that all governments in the world agreed last year, during COP27, in Egypt, that a fund for losses and damages should be created – a historic step that developing countries have been seeking to achieve for more than a decade.

Poor countries were those that contributed least to climate crisis, with minuscule carbon footprints compared to the rich world, but bear the brunt of extreme weather conditions around the world, due to geography, the basic state of their infrastructure and lack of resources.
